If one person could do everything, you would not need an organization. What happens if one person has too much to do? He will not be able to concentrate on efforts that need his expertise. What happens if one person in an organization makes all the decisions? This holds everyone else back while they wait for him to decide.

This chapter shows how to delegate effectively: sharing actions or decisions and having appropriate controls to make sure that things go smoothly. This chapter also shows how Jerusalem Water Undertaking implemented its delegation policy.
