Planning Ahead

Without clear direction, organizations react to current circumstances. Like a person on a treadmill, they move but they don't get anywhere. Proactive organizations anticipate problems and fix them before they happen. They recognize opportunities and take advantage of them. They choose their actions. They do not let circumstances do it for them. They plan ahead.

This chapter covers planning approaches, building from strategic analysis and planning (Chapter 6) to Annual Planning with its links to budgeting. This chapter also discusses Emergency Planning. The examples include a draft planning policy, a draft annual plan table of contents and selections from the Jerusalem Water Undertaking Crisis Management Plan. The exercises can help you assign priorities to projects so that you can allocate scarce resources effectively.
